If visitors get tired of water activites, they can always go shopping. The new guidelines also include plans to introduce tax and duty free shopping for tourists visiting Hainan.
 
According to the development plan, Hainan will establish a provincial duty-free company jointly with an experienced foreign or domestic partner. Various business operating modes will be used, including outlets, shopping malls and retailers. Local governments in the island's major tourism cities are planning to build outdoor malls showcasing famous brands.
 
Chen Zhifeng, Deputy Director of Haikou Customs said "The Ministry of Finance and General Administration of Customs have already submitted a duty-free and tax-free shopping scheme to the State Council for approval. They plan to launch the scheme this year."
 
Early in 2008, the State Council approved the opening of duty-free shops in four cities on the island.
 
Foreigners who shop in Hainan can also reclaim tax at the airport. Domestic travelers will also be able to enjoy the benefits from 2011. But some restrictions may exist.
 
Chen Zhifeng said "We are considering regulations on the tax reclaim. It will be connected with travelers' ID cards. We are considering starting first with visitors who travel by air and then extend the scheme to tourists traveling by other means."
 
There are also other restrictions on the type, value and quantity of tax-exempt goods purchased by visitors in Hainan. Domestic travellers will need to show their valid air tickets in order to make duty-free purchases.
