According to the general plan for Sanya City Development, the Tianya District will be divided into 5 different functional sections.
 
The planned area of Haipo district covers an area of 939.8 square kilometers.
 
The urban area, including Phoenix Island, Sanya Bay, Tianyahaijiao, and Hongtang Bay will mainly develop its modern service industries, such as trade, finance, cruise and yacht services, high-end exhibitions, tourism real estate and international wedding services.
 
The inland river areas will be developed to show their inherent charm through eco-tourism and rural tourism sightseeing, providing visitors with exquisite leisure experiences.
 
Besides, islet-style leisure sightseeing, water sports, mariculture and marine fishing will be developed in and around the West Island.
 
Meanwhile, leisure agriculture, hot springs healthcare and modern logistics will be built on the plains while the mountainous parts will cover tropical plantation, tropical forest tours and folk culture tourism.
