Recently, many tourists have complained that hotels along the coastline of Yalong Bay have been found to have fenced-off parts of the beach deliberately, effectively converting the areas into private property.

Many tourists surveyed said they were able to visit the city’s beaches and were not told that only hotel guests were permitted access.

According to new regulations from Hainan’s coastline management, which took effect on May 1st, 2013, beach sections in Yalong Bay, Dadonghai and Sanya Bay are public resources and any companies without legal permission cannot use it for private business use or monetary gain.

According to Sanya’s maritime authorities, waterfront hotels that want to use public beach sections for business or monetary gain should submit an application to the relevant department and are also required to pay a certain amount of money to gain the legal permission.
