Since Sanya has been listed as a pilot city for the reform program of the state-level service industry in 2011, the local government has been accelerating an economic transformation in the city, with a focus on finance, headquarter economy, cruise, modern trade and high-tech sectors.

To speed up the development of the tourism industry, Sanya has granted a subsidy of 300 million yuan each year to its aviation sectors to encourage the expansion of its international and domestic air markets, as well as to motivate more travel agents to explore new tourist source markets, especially the high-end tourist markets in 2011 and 2012.

Since 2008, Sanya is striving to build Haitang Bay National Coast into a popular destination. The average daily investment in the region now totals more than 40 million yuan. All these effective subsidy policies have been shown to be great achievements for Sanya’s economic revenues. Sanya’s GDP in 2013 reached nearly 37.35 billion yuan and the revenue by the service industry accounted for 66.9% of the total figure.
