To further develop the Hainan Offshore Duty-free Policy and accelerate the construction of the international tourism island, the Director of Hainan’s Finance Department announced several adjustments to the offshore duty-free policy.

A new adjustment on the off-shore duty-free program began on Jan 20th, 2014. Unlike storing the duty-free purchases at the airport and picking them up after checking in, domestic tourists are now able to bring their merchandise with them.

Tourists can take advantage of the deal when the goods they bought are worth more than the purchase limit of 8,000 yuan and cover taxes or they are required to provide certain deposits, and all the deposits or taxes will be given them back after they check in at the airport.

Besides, the authority is considering the promotion of online duty-free shopping, which means that domestic tourists who have already took flights to Hainan can go shopping online and pick up the items at the airport when leaving Hainan.

The director further mentioned that the Haitang Bay Duty-free Complex is scheduled to open for business in August this year to offer more shopping options to tourists.
