On 7th May, Hainan Tourism Quality Inspection Bureau summoned 15 travel agencies to discuss the preparation works of the National Individual Tourist Alliance.
 
The first step of the National Individual Tourist Alliance is to establish a convention. The convention requires travel agencies should not use unqualified vehicles and tour guides, should not change tour routes, no forced shopping and tickets prices should not be higher than market prices.
 
Meanwhile, the travel agencies should unify the reception contracts, products, reception standards and reception flows, according to the convention.
 
The second step is to set up tourist distribution centers. Hainan Tourism Quality Inspection Bureau will borrow ideas from Zhejiang and Shanghai, setting up tourist distribution centers in Haikou and Sanya. The tourist distribution center will ease the tourism service pressure on traffic, catering, hotels and scenic spots in the peak season.
