Haikou, the capital of Hainan Province, is stepping up its efforts to achieve for the goal of top Chinese civilized city by 2014, officials said at a meeting of mobilizing the masses for constructing better Haikou city on Thursday.

According to the plan, the mission is going to be fulfilled in the period of 2011-2014.

During the period, a highly efficient working mechanism is required to set up to mobilize full and concerted efforts to build a civilized city and a humanistic Haikou.

Besides, special focuses will be given to tackle the weakness of the city problems regarding the citizens’ behaviors, traffic orders and tourism environment

Meanwhile, the government will urge more cooperation between different partners including local governments, businesses, civil society groups and residents to give persistent boost to the building of an international tourist city with stronger competitiveness, wider reputation, higher civilization and better living environment.
