Heavy rains are expected in the northeast parts of Hainan as well as the south of Leizhou Peninsula until Thursday as Neglae moved away from the tropical island to Vietnam on early Wednesday, the provincial weather bureau said.
 
The storm made landfall in the township of Dong’ao in Wanning at 12:30 p.m., bringing heavy winds and torrential rains to the city in eastern Hainan.

The weather authority said Neglae was still packing maximum winds of 7-level near the center and was moving west at 10 kph with weakening strength towards the north coast of Vietnam.
 
The heavy rains and fierce winds brought by Neglae, the second storm following the stronger Typhoon Naset hitting Hainan this year, kept many islanders and tourists refraining from holiday activities at the start of the week-long National Day celebration.
