New operation system for Hainan East Ring Railway was taken effect on Tuesday after the a new plan issued by the Ministry of Railways that trains are forced to reduce speed for safety concerns, reports xinhuenet.com.

The operating speed of bullet trains on the East Ring Railway has been slowed down from the original 250km/h to 200km/h, together with the ticket price decreasing 5%.

The speed reduction on bullet trains has been met with a positive response.

"It is a rational decision that China attaches importance to consolidating its safety management system on bullet trains,” said Mr. Deng, who was taking the bullet train from Haikou to Sanya.

Experts said the proper speed reduction can improve the safety systems of rail projects and the quality of services. On the other hand, the adjustment will have save the operating cost of rails in the long run.

"We come to Hainan just for a real experience on this tropical island. The speed reduction will offer us more time to appreciate the beautiful sceneries along the trip,” a tourist from Shanxi Province was much in favor of this new operation system.
