The State Oceanic Administration (SOA) signed a framework agreement with Hainan Province on Sunday to build bases for resource development, services and salvage, to support the development of the "One Belt and One Road" initiatives.

 

According to the agreement, the administration will help Hainan improve its marine earthquake prevention and disaster reduction systems, build an experimental marine ecology district, strengthen cooperation between Hainan and countries around the rim of the South China Sea.

As an effort to help develop tourism and protect the environment on uninhabited parts of the Xisha islands, the SOA will help build surveillance and information systems in Hainan.
