Owners of electric bikes in Hainan will have a new set of rules to follow as the local government has passed new standards to regulate electric bikes, which will take effect on March 1st, 2014.
According to the new regulations, electric bicycles are required to be registered and riders will have to be licensed. Besides, minors aged 16-17 years old will not be able to carry any passengers while riding.
