Hainan has issued a series of special policies in succession to improve the construction of the International Tourism Island, such as the visa-free policy, the offshore duty-free policy and the offshore tax refund policy. And it has made great progress.

Hainan has granted visa-free status to people from 26 countries, and welcomed a total of 191,900 Russian tourists in 2012 despite the European financial crisis. It has become the second largest tourism destination in the Asia-Pacific region for Russian tourists.

Sanya’s Duty Free Shop and Haikou Duty Free Shop at Meilan International Airport have opened for business and the tax-free limitations have been raised from 5000 yuan to 8000 yuan.

Since the Hainan International Tourism Island construction was formally upgraded to a national strategy on January 4, 2010. Hainan received a total of 89.09 million overnight visitors with 96 billion yuan in tourism revenue, an average annual increase of 13.8% and 21.4%.

Moreover, Hainan is to host the 12th Annual Boao Forum for Asia (BFA) 2013 in Bo'ao Town on April 6.

Besides, China’s 1st International Tourism Medical Pilot Region, Bo'ao Lecheng Int’l Medical Pilot Region, which is supported by 9 national policies, has been approved to be built in Bo'ao Town of Qionghai City in Hainan.
