Hainan is to raise its Minimum Wage by rmb220 to rmb1050 from Sep
The adjustment scheme for the minimum wage standard in Hainan Province was passed in principle by the Executive Meeting of Hainan Provincial Government on the afternoon of August 6. The minimum wage standard in Hainan Province will increase ¥220 from September. The monthly minimum wage standard in Haikou, Sanya and Yangpu will increase to ¥1050; in the meantime, the hourly minimum wage standard in the three areas mentioned above will also rise ¥2 separately.
After the adjustment, as for Class A areas (referring to Haikou City, Sanya City and Yangpu Economic Development Zone), the monthly minimum wage standard will increase to ¥1050 from the current ¥830 and the hourly minimum wage standard will increase to ¥9.2 from ¥7.2. As for Class B areas (referring to Qionghai City and Danzhou City), the monthly minimum wage standard will increase to ¥950 from the current ¥730 and the hourly minimum wage standard will increase to ¥8.3 from ¥6.3. As for Class C areas (referring to other cities and counties), the monthly minimum wage standard will increase to ¥900 from the current ¥680 and the hourly minimum wage standard will increase to ¥7.9 from ¥5.9.
According to the introduction of Department of Human Resources and Social Security of Hainan Province, as for the adjustment of minimum wage standard, the economic & social development, average salary of the employees, CPI of urban residents as well as the employment conditions have been considered and the scientific measurement & calculation have been carried out.
Based on the investigation to the low-income employees in the medium-sized and small enterprises in Hainan Province carried out by relevant department, the number of employees in the above mentioned Class A, Class B and Class C areas whose wage is lower than the new standard separately covers 15.3%, 15% and 21% of the ones being investigated. In other words, the wage for employees covering 15% of the total will be impacted; not great amount of labor cost will be increased for the enterprises.
Relevant leaders from the Department of Human Resources and Social Security of Hainan Province said that increasing the minimum wage standard will improve the income level of the low-income employees, better guarantee the basic living standard for the low-income labor as well as their family members, be propitious to inspire the enthusiasm and creativity of the labor, be to the benefit of improving their purchasing power and expand the market demand for partial commodities in order to build up new space for the development of medium-sized and small enterprises.
