Hainan to reconstruct 25,000 dilapidated buildings in rural areas in 2012
In order to complete the reconstruction of 25,000 dilapidated buildings in rural areas in 2012, the Department of Housing and Urban and Rural Construction of Hainan Province and Department of Finance of Hainan Province jointly issued a notice on February 22, 2012 to require that the provincial-level financial aid for each family during the dilapidated building reconstruction shall be not less than RMB6,000.
According to the notice, the families to have the financial aid shall be determined strictly. The key families to be offered with financial aid during the dilapidated building reconstruction in rural areas include decentralized supported households enjoying five guarantees, households enjoying the minimum living guarantee, poor and disabled families as well as other rural poverty-stricken families. The verification and approval procedure for the aid must be extremely strict.
The aid standard shall be determined reasonably. The central financial aid will be distributed according to the household proportion of the reconstruction task. The provincial-level financial aid is RMB6,000 per household in average. There is no high limit for the city-level and county-level aid; however the aid per household shall be not less than RMB6,000. In addition the aid for the decentralized supported households enjoying five guarantees, households enjoying the minimum living guarantee, poor and disabled families as well as other rural poverty-stricken families shall be increased to ensure that the dilapidated buildings for the poorest households will be reconstructed. Reinforce the capital management to guarantee its safety in use.
According to the notice, the city-level and county-level financial departments shall complete the reconstruction planning for dilapidated buildings in rural areas before the end of March, 2012. The reconstruction indicator shall be assigned to towns and villages as well as households. The reconstruction will start in May and the entire work shall be started before the end of July. The reconstruction for all the dilapidated buildings shall be finished prior to the end of November. The engineering shall be investigated and accepted by city-level and county-level departments once it is completed and then it will be examined and received by Hainan Provincial Government in early December.
