The Standing Committee of Hainan Provincial People's Congress recently announced the revision of regulations on the Administration of Patriotic Health Movement in Hainan Province (hereinafter referred to as the regulations). the revised regulations will come into effect on November 1st, 2020.

According to the regulations, smoking (including e-cigarettes) is prohibited in indoor public places, public transportation facilities, and other certain public venues such as schools, kindergartens, medical and health institutions. Besides, smoking areas in outdoor public places shall not be set up on the passageways that pedestrians have to pass through.

According to the needs of large-scale activities, governments at all levels can set up temporary off-limits areas in outdoor places. Venues where smoking is prohibited shall have obvious smoking ban signs and warnings. Specific punishments shall be clearly stated in the smoking ban promotional posters for those violators. The regulations also ban the sale of tobacco products including e-cigarettes to minors.
