The Province Transport Department is planning to introduce a new traffic rule at the beginning of next year to effectively curb rising traffic offences by out-of-province vehicles.

Recently, on the traffic violation list of 31 vehicles, the police found that 22 were out-of-province vehicles.

City officials said that traffic violation records of an out-of-province car in Sanya will not be presented in their registered city, which gives many violators a relief that it will not affect their annual vehicle inspection.

Drivers found to have intentionally violated traffic laws not only affect traffic order but increase safety risks, police said.

From October 1 this year, 10 provinces and regions including Guizhou, Sichuan, Jilin and Heilongjiang started a new operation that transmits traffic violation information across provinces by sharing mutual online traffic data. By doing this, police can update the vehicles traffic records immediately after receiving the information from other provinces.

"While staying in Hainan, many car owners prefer to have out-of-state plates in order to escape violation punishment. However, this phenomenon will be greatly reduced after the establishment of network connection,” said a police spokesman.
