On September 14th, 2020, the Hainan Development and Reform Commission issued a notice on the optimization and adjustment on the time-of-use (TOU) electricity prices in peak-valley period for electric vehicles across the province.

The TOU price policy for electric vehicles in peak-valley period should be implemented according to their locations, and the pricing difference between peak and valley time period will remain unchanged. The adjustment on peak-valley electricity fees for electric vehicles will go into effect on December 1st, 2020.

The new rules are as follows:

The peak time period will start from 4:00 p.m. to midnight. The normal time period will start from 8:00 a.m. to 4:00 am. The valley time period will start from 00:00 a.m. to 8:00 a.m.

The TOU electricity fees for electric vehicles in peak-valley period will be charged according to two types of electricity usage, namely residential electricity and general commercial and industrial electricity.

In residential electricity category, when the voltage level is less than 1 kV, the electricity fee is charged RMB 1.0333/ kWh in peak time period, RMB 0.3189/kWh in valley time period, and RMB 0.6295/kWh in normal ime period. When the voltage level is 1 kV or above, the electricity fee is charged RMB 1.0003/kwh in peak time period, RMB 0.3089/kwh in valley time period and RMB 0.6095/kwh in normal time period.

In industrial, commercial and other electricity consumption category, when the voltage level is 220 kV or above, the electricity fee is charged RMB 0.9828/kWh in peak time period, RMB 0.3165/kWh in valley time period, and RMB 0.6062/kWh in normal time period. When the voltage level is 110 kV, the electricity price is charged RMB 0.9993/kWh in peak time period, RMB 0.3215/kWh in valley time period, and RMB 0.6162/kWh and in normal time period.
