Hainan offers rewards for reporting illegal environmental issues
On September 7th, 2020, Hainan rolled out new incentives to encourage people to report evidence of illegal acts affecting the island’s ecological environment.
Rewards will be given to the public for reporting the following illegal practices:
Whistleblowers can receive a reward of up to RMB 500 for reporting
– Excessive emissions of non-road mobile machinery (NRMM) than regulations allow
Whistleblowers can receive a reward of RMB 2000 for reporting
– Environmental impact assessment and acceptance of new reconstruction and expansion projects fail to meet statutory requirements
– Enterprises that producing, selling, using, transferring, importing or storing radioactive isotopes or ray devices in violation of the provisions on the radioactive pollution prevention and treatment
Whistleblowers can receive a reward of RMB 3000 for reporting
– Excessive water (air) pollutants than regulations allow
Whistleblowers can receive a reward of RMB 5000 for reporting
– Illegally discharges pollutants without obtaining a Pollutant Discharge Permit in accordance with law, or failing to discharge pollutants in accordance with the requirements of the Pollutant Discharge Permit
– Illegal dumping of solid waste, illegal discharge, dumping, utilization, storage and disposal of hazardous waste, radioactive solid waste and medical waste
Whistleblowers can receive a reward of RMB 8000 for reporting
– Illegal acts occurs in nature reserve zones and cause great harm to the environment;
Whistleblowers can receive a reward of RMB 10,000 for reporting
– Enterprises who falsify environmental monitoring data;
– discharging pollutants by such modes as concealed pipes, seepage wells, seepage pits, rainwater outlets, tank cars or illegal operation of pollution prevention and control facilities to evade supervisions;
Whistleblowers can receive a reward of RMB 20,000 to RMB 50,000 for reporting
– Uncover the illegal activities and provide information to local environmental protection law enforcement officers to investigate and obtain evidence from enterprises and persons;
People can report illegal acts and disciplinary offences in environmental protection by calling 0898-12369/12345, or sending messages to the official Wechat account (WeChat ID:海南生态环境), or sending letters to the local environmental supervisory departments or law enforcement authorities. Whistleblowers can receive from RMB 500 to RMB 50,000 once their tip-offs are confirmed.
