To strengthen the protection and management of Hainan Tropical Rainforest National Park, and to maintain ecological security, and promote the construction of national ecological civilization pilot zone, the 22nd Meeting of the Standing Committee of the 6th Hainan People’s Congress passed the regulations on Hainan Tropical Rainforest National Park (hereinafter referred to as the regulations) on September 3rd, 2020.

The regulations, which will come into force on October 1st, 2020, consist of six parts: general provisions, planning and construction, ecological and resource protection, utilization and management, legal responsibility and supplementary provisions.

The regulations also stipulate a unified management system for the conservation of the national park, the implementation of zoning control, the key protection objects and protection measures in the national park, the relationship between the living and production of the aboriginal inhabitants in the national park and local  residents in surrounding communities and the protection of the national park, and clarify the corresponding legal responsibilities.

The regulations will provide legal guarantee for the protection, utilization and management of Hainan Tropical Rain Forest National Park, supporting the construction of national ecological civilization pilot zone, as well as contributing to practical experience for the country in formulating related laws and regulations for the protection of national parks.
