On October 10th, 2019, Mr. A Dong, Deputy Secretary of the Sanya Municipal Party Committee and Mayor of the Sanya Municipal People’s Government, visited Cannes, France, where he signed a Memorandum of Understanding with Mr. David Lisnard, Mayor of Cannes. The two city governments will work to strengthen mutual understanding and friendly relations between the people of the two cities, and to develop exchange and cooperation in the fields of culture, festivals, education, film, and television.

The MOU includes:

1. The two parties will send personnel to participate in exhibitions to be held in the two regions, including the annual Sanya International Cultural Industry Fair and Photo Traverso Cannes.

2. The two sides will send personnel to participate in festival activities, including the Hainan Island Carnival, China Rendez-Vous, the Cannes Fireworks Festival, and other music festival activities.

3. The two sides will support each other by participating in film festivals, including the Hainan Island International Film Festival and the Cannes Film Festival, and provide support and strengthen cooperation in the shooting of films, post-production, and other related sectors of the film industry.

4. The two sides agreed to expand educational exchange and cooperation, including by organizing storytelling camps.

The Cannes International Film Festival, founded in 1946, is the most influential and reputable international film festival in the world. The Hainan Island International Film Festival (HIIFF), is one of four major international film festivals in China. This annual large-scale cultural festival is organized by the government of Hainan Province and approved by the Publicity Department of the Communist Party of China (together with the National Film Bureau). The second Hainan Island International Film Festival will be held in Sanya from December 1st to 8th, 2019. At the meeting, Mr. A Dong extended a sincere invitation to the Cannes government, welcoming them to attend the second Hainan Island International Film Festival.

After the meeting, Mr. A Dong also inspected the film and television base and museum being built in Cannes. Subsequently, the two groups held a symposium on tourism development and exchange between the two regions. Mr. A Dong commented that Sanya and Cannes have many similarities in tourism resources, but also differences in climate and natural landscape. He added that as a tourist city, Sanya could learn from Cannes, especially in the areas of ecological protection, cultivation of new forms of tourism, and organization of large-scale festivals.

At the symposium, Mr. Laure Toma-Auneau, Head of Leisure Tourism Team of the Cannes Tourism Bureau, and Ms. Charlotte Cejudo, Head of the Chinese Tourism Market of the Cannes Tourism Bureau, delivered an introduction on the Cannes tourism development plan and its development strategy in the Chinese tourist market. The two parties conducted in-depth exchange on hosting the “Les Plages Electroniques,” one of Cannes’s huge electronic music festivals, and discussed the possibility of bringing the “Cannes Beach Electronic Music Festival” to Sanya with the aim of attracting tourists with large-scale international festival events.
