Hainan Int’l Ltd undertakes institute expansion programme in Dodoma

From now on junior and senior officials of the local government portfolio should be trained at the Local Government Training Institute at Hombolo in Dodoma Region.
The directive was given by the Prime Minister, Mr Mizengo Peter Pinda, when he visited the institute, situated 35 kilometres from Dodoma municipality, last week.
He was visiting the institute as his first official duty since he was sworn in by President Jakaya Kikwete as prime minister for the second five-year term.
Mr Pinda said the training will enable village and ward executives widen their knowledge on the running of local authorities.
"Even executive directors are appointed according to their academic qualifications which do not necessarily enable them to manage local government issues properly," said the Prime Minister.
"It is my hope that all personnel involved in the management of local government authorities, including district commissioners and regional commissioners, will undergo training at the institute," explained Mr Pinda.
He said such training for local government executives is also undertaken in developed and developing countries and has proved valuable in improving efficiency in those countries.
"This is a challenge if we want our local government authorities to be competent," he said.
He said the Local Government Training Institute at Hombolo was the only academic institution in Tanzania offering courses on leadership, management and accountancy for local government executives.
Since last year, the institute has been under expansion, a programme whose implementation ends in 2012 It will make the institute accommodate 1,900 students at a go.
The expansion involves construction of modern buildings, laboratories, classrooms, recreation grounds, teachers’ houses and a dining hall, library as well as conference hall.
The expansion programme is being funded by the Local Authority Pensions Fund (LAPF) and undertaken by two Chinese companies—Catic International Engineering (T) Ltd and Hainan International Ltd.
