They are not really shouting, they simply talk loud. Not all Chinese in mainland China talk loud. People in Beijing, in North Eastern China and hainan people tend to talk louder.
I find Aussies in Western Australia talk loud too, especially in the pubs, night clubs and bars. They have nothing to hide, so they talk loud - May be

I never go to pubs and night clubs, but assume those kind of places are noisy all over the world. However, when it's the norm for bus drivers and passengers to shout at each other (or talking loudly, as you like to put it) it's unacceptable.

If they try that in a civilised country, they'd face criminal charges. In Germany they may go to jail for up to 10 years for shouting (or talking loud, as you prefer to put it) in public, if they're public figures.
